If you're willing to be lodged in a moderate-priced hotel, Stone House would be the best choice, with cheap(from 250 to 1000 peso-5 to 20 US$), comfortable rooms. However, Manila International Youth Hostel would me most suitable for backpackers and students. Situated 3 kilometres north from the international airport, this hostels offers acceptabale conditions and even discounts on special occasions. Rooms only 9 US$ a night.
